EFFORTI (Evaluation Framework for Promoting Gender Equality in Research & Innovation) seeks to analyze and model the influence of measures to promote Gender Equality (GE) on research and innovation outputs and on establishing more responsible and responsive RTDI (Research, Technology, Development, Innovation) systems, through a novel and detailed evaluation framework.
This toolbox with measurable indicators at team, organization and system levels will assist you and show you how and with which indicators the manifold effects of different gender equality measures can be measured.
This dynamic toolbox with ideal effect models and indicator catalogue for general effect assumptions, can lead you through different paths, starting from an objective or interventions, categories outcomes, etc., thus leading to a Roadmap.
Using the EFFORTI Toolbox, makes it possible to compile a customized gender equality intervention programme or evaluation design and to simulate ideal-type processes, outcomes and impacts.
This part of the toolbox is in essence the “impact stories” knowledge-base which provide the user with the necessary tools to understand ‘how’ gender equality measures are supposed to work and will support the formulation of programme theories.

Objectives represent the goals that can be achieved by the measure and you can choose from a predefined list of objectives.
Interventions are based on an intervention typology developed on the basis of theoretical and empirical experiences, offering indicators and methods useful for assessment of GE interventions in the RTDI field.
The provided interventions are used to guide the I-O-O-I chain (input, output, outcome and impact) of commonly used gender equality measures.

Both qualitative and quantitative indicators are included in EFFORTI toolbox. The collected indicators cover all three levels of policy interventions, namely micro (dealing with individuals or teams), meso (focusing on organisational issues such as institutional rules, incentives, structures, and processes), and macro (referring to rules, incentives, structures, and processes at regional, national or supranational level).
As the indicator scheme with the full list of identified indicators is rather detailed, the table below has been developed in order to provide an overview of the five main categories included in the EFFORTI model as well as the respective dimensions and subdimensions. The overview of an intervention explains in detail the outcomes, outputs and impacts of the selected intervention along with the corresponding indicators.
Outputs describe the immediate tangible results of the intervention.
Outcomes describe the direct intended effects on the intervention target group of the intervention.
Impact is the middle- or long-term effects of the intervention beyond the target group on the organization or society and describe indicators for those effects (effects can be direct and indirect, intended and unintended).
